Background of the Study
Civic engagement, defined as the active participation of citizens in community and political affairs, is crucial for the development of democratic societies. In Bida Local Government Area, Niger State, adult education programs have been tailored to enhance civic engagement among women by equipping them with the knowledge, skills, and confidence to participate in decision-making processes (Aisha, 2023). Historically, women in many communities have faced barriers to civic participation due to socio-cultural norms and limited access to education. Adult education initiatives aim to bridge this gap by providing targeted programs that address these disparities and promote gender equity. These programs encompass a range of activities, including literacy training, leadership development, and civic education courses, all designed to empower women and encourage active involvement in community affairs (Hajara, 2024). Research indicates that when women are well-informed and actively engaged in civic matters, community governance and public policy formulation improve significantly (Fatima, 2023). In Bida, adult education has emerged as a transformative tool, enabling women to overcome traditional constraints and assert their rights in both the political and socio-economic spheres. The curriculum often includes topics on human rights, conflict resolution, and public policy, which are critical in fostering a deeper understanding of civic responsibilities. In addition, participatory methods such as group discussions, role plays, and community projects have proven effective in boosting women’s confidence and leadership capabilities (Nneka, 2024). Despite these promising developments, challenges such as inadequate funding, cultural resistance, and logistical barriers continue to limit the reach and impact of these programs. Nonetheless, continued investment in adult education is seen as a vital strategy for promoting gender-inclusive civic engagement and strengthening democratic governance in Bida (Udo, 2023). This study seeks to critically appraise the effectiveness of adult education programs in enhancing civic engagement among women in Bida, with the aim of identifying best practices and proposing actionable recommendations for policy improvement (Okwu, 2024; Musa, 2023).
Statement of the Problem
In Bida Local Government Area, women’s participation in civic activities remains suboptimal due to a confluence of social, cultural, and economic challenges. Although adult education programs have been introduced to enhance civic engagement among women, their impact is often mitigated by inadequate resources, limited access to quality training, and persistent cultural norms that restrict female involvement in public affairs (Chinwe, 2023). Many of these programs face challenges such as insufficient funding, poorly structured curricula, and logistical difficulties that prevent widespread participation. Moreover, the socio-cultural environment in Bida sometimes discourages women from actively engaging in community decision-making, thereby perpetuating gender inequality. The gap between the objectives of these educational initiatives and their actual outcomes raises concerns about their overall effectiveness. This study aims to critically examine the factors that hinder effective civic engagement among women in Bida, assess the current state of adult education programs designed to empower them, and identify strategies to overcome these barriers. By focusing on the specific challenges that limit women's active participation, the research intends to offer evidence-based recommendations to improve program design and implementation. Addressing these issues is essential for promoting a more inclusive political and social environment, where women are able to contribute meaningfully to community governance and development (Ifeoma, 2024; Ifeanyi, 2023).
Objectives of the Study:
To evaluate the impact of adult education on enhancing civic engagement among women in Bida.
To identify the barriers that hinder effective participation of women in civic activities.
To propose strategies to strengthen the role of adult education in empowering women for civic engagement.
Research Questions:
How effective are current adult education programs in enhancing civic engagement among women in Bida?
What are the main challenges preventing women from participating actively in civic activities?
What strategies can improve the effectiveness of adult education in fostering women’s civic participation?
Research Hypotheses:
H₀: Adult education programs do not significantly enhance civic engagement among women in Bida.
H₀: Socio-cultural barriers do not have a significant impact on women’s civic participation.
H₀: Implementing targeted strategies does not improve the level of civic engagement among women.
Significance of the Study
This study is significant as it investigates the transformative potential of adult education in enhancing civic engagement among women in Bida. The research findings will aid policymakers, educators, and community leaders in formulating strategies that overcome existing barriers and promote gender-inclusive governance. By empowering women to actively participate in community affairs, the study aims to foster democratic practices, enhance social equity, and stimulate sustainable development in Bida.
Scope and Limitations of the Study:
The study is limited to examining adult education programs in Bida Local Government Area and their impact on women’s civic engagement. It does not cover other demographic groups or regions outside Bida.
